Keep trying I had a heck of a time trying to get Jehungir Horseshoe to spawn there but I just got lucky a few moments ago and had him spawn. I found 4 of 5 named crafters in the Volcano city.

RNG is just being a pain in the butt for you. Black Galleon RNG is horrible. That is to say, you’ll need to take out specific boss creatures to get specific legendary armor gear.
